JOB TITLE: SAFETY OFFICER
SALARY RANGE: $31.00 - $35.00 per hour (Depending upon Qualifications & Experience) (180 Day Probationary Period)
JOB RESPONSIBILITIES: Under the specific direction of the Operations Manager and general direction of the Sanitary Engineer plans and administers the Stark County Sanitary Engineer’s Safety Program.
QUALIFICATIONS & ILLUSTRATIVE DUTIES: (Any combination of training and work experience that indicates possession of the skills, knowledge and abilities required.)
Completion of high school or GED and higher education and/or certification supplemented by coursework in safety procedures or equivalent work experience. Experience in water/sewer distribution operations preferred. Demonstrated experience in safety, report writing, accident investigation, OSHA, and State of Ohio and BWC safety regulations preferred. Experience in the presentation of education/training programs. Possession of a valid Ohio motor vehicle operator’s license required. Knowledge of basic computer skills including operation of Microsoft Office products. Ability to manage an effective Safety program for the Department. Serves as Department Safety Compliance Officer. Manages, administers, and maintains the Sanitary Engineer’s Safety Program including the development and maintenance of an effective Emergency Response Plan/Program. Ensures compliance with and enforcement of all safety regulations including ARC Flash, local law enforcement agencies, Emergency Management Agency, and the Bureau of Worker’s Compensation. Verifies annual updates of Department Safety and Emergency Response programs to ensure regulatory compliance. Monitors and interprets safety regulations, preventative maintenance and other pertinent reports. Outlines traffic control, PPE, and other applicable standards for field operations and contractor compliance. Maintains all safety record keeping and reports. Plan, organize, and conduct training programs for new and current employees. Facilitate proper training as appropriate for various employees and their positions/functions. Ensure safe driving and equipment operation practices are followed in accordance with local, state, and department policies including rules and regulations. Maintains all necessary safety and first aid training and equipment. Maintain personal training and department planning, orientation, and communication with the Bureau of Worker’s Compensation and Emergency Management Agency to incorporate additional training as appropriate for staff.
Responsible for regular on-site inspection of employees to ensure safety compliance. Records and reports violations and provides input for disciplinary situations as appropriate. Recommends job safety improvement programs, prepares reports of regular inspection findings, and maintains required records and reports. Attends meetings, meets with officials, management, and supervisors to discuss and resolve safety concerns and proposed solutions and improvements. Holds regular department safety meetings and additional meetings when needed. Assists Operations & Maintenance in maintaining daily overtime, on-call, scheduling, and related reports. Develop proper documents to record and gather information and complete full investigation of all incidents and accidents. Provide recommended solutions to address incidents/accidents to comply with safety and prevention. Performs other related duties as required.
