Overview:
Insight Global is seeking a Pipeline Compliance Engineer to support one of our premier clients in the Western Pennsylvania region. In this role, the Pipeline Compliance Engineer will contribute to the development and execution of the company's pipeline compliance program, ensuring adherence to federal regulations under 49 CFR Parts 191 and 192 as they apply to the organization's assets. The engineer will collaborate cross-functionally with teams across Engineering, Construction, Maintenance & Integrity, and Operations to support compliance initiatives. To ensure success in this position, the selected candidate will receive comprehensive on-the-job training through a combination of supervised and independent assignments, equipping them with the necessary skills and knowledge to effectively support pipeline compliance efforts.
Day to Day:
Assist in preparing and submitting regulatory reports and notifications related to PHMSA-jurisdictional pipelines; review company's pipeline data (including mileage, regulatory classification, operating status, active and repaired leaks, etc.) and prepare summary for management review
Assist in establishing annual pipeline operations and maintenance tasks, monitoring task completion, and communicating status to responsible employees; field feedback from employees for program and process improvement; manage task records
Assist in managing the company's public awareness program, including stakeholder notification and emergency responder liaison
Assist in facilitating the company's annual operations & maintenance (O&M) manual review
Assist in maintaining company's pipeline design and construction (D&C) manual
Assist in managing the company's operator qualification (OQ) program to ensure personnel OQs and evaluator certifications are current; work with outside vendor to manage annual OQ program review
Assist with preparing for audits / inspections from external regulatory enforcement agencies (KY PSC, PA PUC, VA SCC, WV PSC)
Collaborate with Engineering and Construction to review pipeline as-built books; organize and manage as-built records
Perform engineering analyses to support company's pipeline compliance program as needed
Perform internal mock audits of PHMSA pipeline compliance program implementation
Complete other projects / tasks related to company's pipeline compliance program as assigned
Provide input regarding application of DOT / PHMSA regulations to company assets

Skills and Requirements
Bachelor's Degree in related field (Civil, Mechanical, Chemical Environmental, etc.)
Knowledge of Fluid Flow & Piping Systems
o (pressure gradients, frictional loss, conservation of mass)
Understanding of Mechanics of Materials
o (stress, strain, yield strength, tensile strength, etc.)
Experience MS Office & with Excel (Analysis, Pivot Tables, V-Look Ups)
Experience with record (process, ensuring accuracy, etc.) - Experience in the Oil & Gas Industry
Knowledge of 49 CFR part 191 & 192 Compliance & Regulations
Experience with Pipeline modelling software, ESRI, ArcMAP, AutoCAD,
Python Programming (closely linked with ESRI)
