JOB SUMMARY:
The Office of Civil Rights and Title IX is responsible for institutional compliance with Title IX of the Education Amendments of 1972 (Title IX), the Violence Against Women Reauthorization Act (VAWA), Title VI of the Civil Rights Act of 1964, Title VII of the Civil Rights Act of 1964, the Americans with Disabilities Act, Section 504 of the Rehabilitation Act, the Clery Act, and other assigned federal and/or state laws/regulations.
The Manager within the Office of Civil Rights and Title IX is primarily responsible for supporting the Associate Director to ensure institutional compliance with the assigned federal and/or state laws. The Manager will support the functions of the office by conducting prompt, equitable and impartial investigations; providing campus-wide training sessions and programs; creating marketing materials and website content; assessing and implementing accommodations for employees under the ADA and pregnancy modifications for students under Title IX; and working on related projects as assigned.
DUTIES AND RESPONSIBILITIES:
Investigations:
Conduct fair, unbiased, prompt and thorough investigations into harassment, discrimination, and sexual misconduct cases, from initiation through resolution
Review and analyze all allegations to determine appropriate investigative scope and decide if interim remedial measures are necessary
Collect and analyze relevant evidence, including digital, documentary, and physical materials
Lead witness interviews, assess credibility, analyze witness statements, document findings, and ensure the integrity, independence and confidentiality of the investigation process
Draft comprehensive and unbiased reports detailing investigation findings
Maintain accurate and confidential records of all investigative activities
Training & Programming:
Assess training needs of employees and students
Design, plan and implement effective training programs pursuant to the obligations under federal or state laws
Schedule training sessions and manage the logistics of these sessions
Maintain and update training records
Prepare and disseminate training material like instructional notes, feedback forms, and educational resources
Coordinate and monitor the completion rates of all required training
Assist in developing content and perform ongoing maintenance to The Office of Civil Rights and Title IX’s website
Disability Accommodations & Pregnancy Modifications:
Review documentation of disability and recommend reasonable accommodations for employees pursuant to the Americans with Disabilities Act
Review documentation of pregnancy or pregnancy-related conditions and recommend modifications for students pursuant to Title IX and other relevant laws
Serve as a resource to faculty and staff on disability, accommodation and modification issues
Maintain accurate and confidential record keeping system
Other duties as assigned
ENVIRONMENTAL CONDITIONS:

REQUIRED QUALIFICATIONS:
Bachelor’s degree
Professional experience conducting investigations of allegations of discrimination or harassment
Demonstrated initiative and ability to independently organize, prioritize and carry out detailed work under time constraints
Experience designing or facilitating training or educational programs
Proficiency with office administration and coordination of general office business functions, including demonstrated strong skills in Microsoft Word, Excel, and Power Point.
Exceptional writing skills.
Professional verbal communication skills.
Comfort conducting presentations and public speaking
Comfort discussing sensitive and potentially difficult subjects like consent, assault, and domestic/dating violence
PREFERRED QUALIFICATIONS:
Master’s Degree
Experience working in higher education
Experience with higher education civil rights laws including Title IX and VAWA
Professional experience working with issues of gender-based discrimination, harassment, or interpersonal violence.
Strong interpersonal skills
Demonstrated ability to interact effectively with individuals who have been negatively impacted or harmed by the behavior of others and/or individuals who have experienced trauma.
